Viacom is actually distributing their content to more digital places than the other big media companies. People pay a lot of money to have their content on their services. Some of that content is similar to other digital syndication packages they offer so they had to do something.
No matter what anyone thinks, it is never going to be a situation where users can just do whatever they want with whatever intellectual property they want.
