As for the other Picard maneuvre, it's when he straightens his shirt after standing up, due to the two-piece uniform in the 3rd season onward.

A better question would be, why doesn't it work anymore? (note: anymore means the current TNG timeline instead of the pre-TNG timeline in which Picard used it)

Your wrong, the Dominion never met the Vidians. Two different shows, and Tom's daughter is Miral Paris

Also, the Picard manuver doesn't work anymore because a counter-manuver was developed in the episode where Bok used a mind alterning device on Picard to make him attack the Enterprise in the Star Gazer. The Enterprise crew used the tractor beam to stop the ship right when it dropped out of warp before it could fire its weapons. I forgot who developed the manuver, but it was probably Data.

I'm such a dork.

I don't know, but maybe you're thinking of the "Think Tank"? They claimed they found a cure, and they gave Voyager their problem => they developed the phage? I expect there's a better answer.

Edit: No, it wasn't Data! Data didn't even know what...well, maybe I better save that for a question. I think it was a guy of Indian (from India) decent.
