So why the differentiation for COVID test between legal vs illegal immigrants?

So, per the Biden administration, legal immigration for legal immigrants its spelled out for COVID testing:

COVID-19 Testing Required for U.S. Entry (state.gov)
Humanitarian exemptions to this order will be granted on an extremely limited basis and will only be considered when the country of departure lacks adequate SARS-CoV-2 testing capacity and cannot meet the requirements to provide a negative viral COVID-19 test within three (3) calendar days of departure. There are no waivers available through this process for individuals who test positive for COVID-19.  Individuals - or air carriers seeking to allow boarding by potentially qualifying individuals - who believe they meet the criteria for a waiver should contact the embassy or consulate serving the location from which they plan to depart and provide the information below. The embassy or consulate will then submit the request to the CDC for consideration.  

But for illegal immigrants, the rules differ:

Pressed on the Biden administration’s decision not to require coronavirus vaccines or negative COVID-19 tests for people illegally crossing the southern border, White House Press Secretary Jen Psaki insisted Monday the refugees are “not intending to stay here for a lengthy period of time.”

So why the differentiation?

Would the real reason be... the requirements are applied before legal entry?
Illegal is, by definition, already here. Ergo, no requirement for something you have already done.

And promptly send back. Why should the taxpayers pay to have them tested when they aren't staying?

Agree. Id like for them to undergo the same background checks other legal immigrants are subjected to.

Apparently he wants captured illegal immigrants to be hosted for a few days while they are given a vaccine.
