Interesting question. Aren't raffle tickets tax deductible. There whole point behind the lotto here (Georgia & SC) is that it supports education. One could argue that you know that you aren't going to win with odds off 1:90,000,000 so you are simply making a charitable donation to your states educational fund. I know you can't but it would be nice.

You can only deduct gambling losses (yes, the lottery is considered gambling) up to the amount you've won gambling.

So, for the year, if you spent $100 on lottery tickets and won a total of $30, you could deduct $30 in losses. However, you would have to claim that $30 in winnings as other income first.
