I'm trying to figure that out myself. I'm 9 weeks into my Franchise and haven't been able to change the stadium stuff. I think after the season is over, you can, which makes sense cause you don't want construction companies performing upgrades to a stadium while the season is still going on.. Maybe I test run the rest of the season and see.. 🙂
 
Yep, you can upgrade/change/relocate etc. after the season is over. You can also make changes to your coaching staff after the season too.
