Hasn't happened in a while that I've seen, but they have had to do it when some people wouldn't let the banning of other go. I can only really remember it happening the one time they got rid of some high posting users. The protests were a bit out of control, not sure if more bannings was the cure to it, but I can kinda get why they did it.
