So what's going on with the Appliance Rebate Program?

I'm looking to buy a refridgerator and washer/dryer soon (November), and I can't find any definitive information about the appliance rebate program the government is rolling out. Is there a federal level official website? A state level official website? Anything?

According tthe article here "states' plans for the program are due to the Department of Energy by Oct. 15." I don't imagine any definite plans are going to be made until after then. Other articles say end of Nov or Dec and some say end of year.

The house I just bought has an ancient washer, dryer, and dishwasher that I'm looking to replace.

My wife has been clammoring for a new fridge, dishwasher, washer/dryer, microwave and cabinets. If this covers ANY of that, awesome. This is the first I've heard of this though. Any idea what exactly this is supposed to be?
