If you know for a fact you have to kill a man, obviously you want a rifle.
They carry handguns because its much more convenient and they get into sticky situations all the time and of course you need something that kinda sorta works for personal defense.
Remember the Miami shootout? They were just driving around and HOLY FUCKING SHIT THERES THE BANK ROBBERS!
Of course since then more and more law enforcement agencies carry heavy stuff in the car.
