Isn't the point of a rock salt load meant to scare not injure the target.
Kinda like those "dragon breath" rounds. Lots of flash and bang, very little on the damage side.

It's not going to result in serious injuries for the most part, but it's definitely not pleasant. It's definitely going to sting like a summabich.
 
My dad grew up in rural South Dakota, he said that an old lady used to shoot the kids that tried to steal her fruit from her back yard with rock salt-filled shells...
 
I was just reading this the other day.

Pretty worthless if the target is clothed, unless you're within 12 feet.

And if you let someone with a shotgun get within 12 feet of you, you're a bloody moron.
