So my upstairs neighbors were stealing my cable/internet

Every time you put a splitter on a cable line it degrades the signal. If you have a really strong line, you probably won't feel it. If you have a very weak line on the edge of collapsing, 1 splitter can make your signal noticeably worse if not unusable, especially for internet.

Edit: and yes it affects bandwidth if others are on it with modems, but that won't usually happen as most cable companies only allow modems registered with the company to go online. People who leech from a router (wire or wireless) will share your bandwidth pipe.

Regardless, it is theft.

Not really. The ISPs I've used pretty much have no security when it comes to registering the modem. If I put on a new component I would automatically go to a website to register it.

You have to pay for your own utilities in some places.
 
About 10 years ago I was living in a fourplex and the guy above me did the same thing. We called the cable company and reported that our cable wasn't working. They came and fixed it. They told us that the guy upstairs was stealing it and if he did it again they'd send the cops over to pay him a visit.

About 2 days later, he did it again. The next day I'm walking in from work and I hear the 'WAP WAP WAP' sound of police knocking on a door. They cuffed him and hauled him off. I heard that it was about $200 fine and he spent the night in jail. We never had a problem after that.

But we did have to call the cops on him two other times when he decided to beat the shit out of his girlfriend. Those were fun nights.

Sad that she didn't learn the lesson the first time and get the hell away from him, permanently, or perhaps pull a Lorena Bobbit on him, and then leave.

not in the sense you're thinking, no. it can degrade signal quality resulting in lost packets to, and especially from, everyone in the neighborhood.

to my knowledge, cable tv and internet is never legally "included in the rent"

What would happen if you apply 120 volts AC thru the cable going to "his apartment" ? Could this damage his tv or PC?

Just a hypothetical question, of course.
