So microsoft included a pop up stopper in SP2

What do you mean "it didn't work"?

Not all pop up blockers are fool-proof. Microsoft's is pretty good, actually. Firefox also has an excellent blocker. Google's has been circumvented by many sites, unfortunately.
 
I still get too many popups to suit me but the final straw came yesterday when I closed ie and popups started flooding in like there was no tomorrow. This is not acceptable. 😀

Are you certain that you don't have any spyware or malware installed on your PC?

Absolutely positive. I'm a fanatic about keeping this crap of my system.

One good example is that every time I go to Drudge.com, I get a popup either when I click on a link or when I leave the site.

As suggested, might try using an alternate browser. Just attempted to reproduce your results to no avail in Opera, with the internal Opera preference set to "Open requested pop-up windows only".

Edit: Just tried with IE as well, and actually received no pop-up ads either. No pop-up blocking software installed, and using SP1 on this machine.
 
I also do not get any popups after leaving Drudge.com.

You probably have something on your system...I know that some recent AOL IM (AIM) ads on the top of the program have been opening popup windows. Maybe if you have the buddy list open and visible and when IE is closed, the AIM window becomes the top and that is why you think you get popups after leaving drudge.com?

In my experience, yes. But I use Firefox these days so I haven't tested IE's blocker too much.
