You could get charged with lack of originality, or copyright infringement for not coming up with original gags.

But... you could just get punched in the nuts too, and that would be alright.

I'm pretty sure it would fall under some form of assault.
It would probably depend on the situation and the manner in which the hair was taken and what was used to cut it.
 
I accidentally set fire to my roommate's hair in college and no charges were filed. But I have no idea about your question.
