I cut off a huge chunk of somebody's hair without permission. Could that person press charges against me? If so, what would it be? Destruction of property? Assault?

You could get charged with lack of originality, or copyright infringement for not coming up with original gags.

But... you could just get punched in the nuts too, and that would be alright.

I'm pretty sure it would fall under some form of assault.
It would probably depend on the situation and the manner in which the hair was taken and what was used to cut it.
