I hate to admit that I know how to do this, but... you don't want to suck on the hose. Easy way to swallow some gas. You blow into the hose. A gas tank is a sealed pressurized system. Blowing into it will increase the air pressure inside the tank which will force gas out through the hose. Otherwise all your instructions are correct.
Don't you lose the sealed pressurized system as soon as you remove the gas filler cap?

 
Punching/drilling a hole in the tank would be pretty easy. It's highly unlikely that drilling would "cause the car to blow up," particularly because the tank is probably not even steel.

Blowing on the siphon tube isn't going to get you anywhere unless the tube is sealed to the tank somehow.

If you choose to siphon, get a long, clear hose. No risk of getting gas in your mouth if you can see where the fuel is. The longer the tube the easier it is to get the siphon going.

Play-doh around the tank... preferably seran wrapped so it won't get stuck, but should form enough of a seal around the hose and the opening of the tank for enough pressure

Drilling a hole in the bottom won't work to well because there is 30 dollars of gas in the tank so about 15 gallons. That would require a rather large try to fill into and it would be kind of hard to move.

Doh! Forgot to say that you use a plastic "Hefty" bag to seal the hose around where it goes into the gas tank.
 
Park on a steep hill, punch a hole in the tank bottom and get a few blocks away with a match ready. The rest is self explanatory. 🙂
