Never been to Chiba, but this is my advice from my experiance.

Transportation in Japan is good, albeit expensive. Express lines are always full..Always. On buses, have your card out before your stop. I have many a experience where i held up the bus because I forgot to take my card out and I couldn't find it. ( That was bad)

Tokyo is awesome. Have LOTS of money, Everything is expensive
