The act of procuring a firearm is separate from the right itself to bare arms. If the Second Amendment worked like the OP is insinuating then the government would have to ensure you have equal and easy access to firearms as any other citizen. And thus the government would have to ensure run gun stores to guarantee there were ones within a reasonable distance of anyone wishing to purchase one.
Now in my opinion that some states have requirements to regularly renew carry licenses that costs hundreds of dollars, that IS a violation of the Second Amendment.
