I will be going to the cops and my bank about this, but the fact that they're still answering the phone and "saying" he's going to come is probably still not scammy enough for anyone to do anything about it. Not that I expect the money back, but it won't hurt to ask if the bank can do anything at all.

With vB, it removes all caps unless you have at least one lowercase letter in your post. So you can just replace an uppercase i with a lowercase l.
