But thats just one city and it was an ordanance enacted for public safety and general health. I can understand it there.
Other places can set up their own rules, and if they dont want to encourage a bunch of freeloaders they might put certain policies into place.
Thats why I like my local 76 Station.
I work nights and even when I'm off I usually sleep during the day (to keep my body from whacking out). That often means many late night visits to mini-marts. The local 7-11 always has a bunch of losers out front begging me for money. And I dont mean genuine homeless people either, I mean sorry bastards who are too lazy to get jobs and too messed up to keep them if they tried. They always hit me up for a buck when I leave.
Got tired of that and went to the 76 instead.
They dont allow loitering and actually call the cops if someone hangs around after being asked to leave.
Creates a much more comfortable environment for customers like me who have to be up late but arent in the mood to be harassed.

If you'll notice the second word in that sentance is a great big capitalized NOT.
I am NOT equating the two, I am saying its the principle of a business to discourage freeloaders and loiterers.
It might seem harsh, but if you've ever run a small business yourself you would probably get it.
Small business owners/managers have a lot of BS to put up with and things customers would consider minor are big concerns to the owner.
