So i want to make a movie

well i use vegas video to edit the video, i just use my ATI 8500DV to capture the video from my DV cam, but i need some cartoon type clips, one of like a map of utah and flag falling and dropping down on provo, where i live. im just not sure what program to use to do it. could i use flash or something similar? if you have any ideas please let me know
