Most states now require a Masters within a certain number of years of teaching at the secondary level...however there are numerous ways to get around it.
The columns are education (Bachelors to PhD (or Masters plus specialization)).
The rows are levels based on years of experience, and rather the experience was in or out of state (or maybe just city, can't remember).
