There is no time conflict, the entire movie was shot through the perspective of the child, young bruce :)

No it didn't. she must have failed. If the virus was stopped, bruce would have never been able to go back in time and the mvie would never have happened.

The movie is from the future's standpoint with flashbacks of Bruce seeing the things as a kid.

I think it goes along the lines of Back to the Future part 2. It shows one time line of what would happen if the virus was let out. The other future was unknown to them (the future people) as the virus was stopped. I dont think she failed, it was just an unknown future of what was going to happen from that point on.

Good movie. First time I watched it was approx halfway through and proved confusing as hell. Second time I caught it from the start and it all made sense. The movie ended the way most movies should end, without answering the big question(s), just the underlying ones(in this case, who was the strange man I saw dying as a child who stared at me with such familiarity?).

The movie wasn't about stopping the guy from spreading the virus. It was about finding it in its unmutated form and bringing it back to the present where the doctors could study it and defeat it.
