So I just bought a new car

I bought a new car awhile ago, and have been driving it for a week now. This morning, while running late for work, I dropped my keys, and noticed this mounted under the dash, down past my knee. It's about half the size of an average cell phone.

Flipping the switch and twisting the knob don't appear to do anything.

The cable coming from it goes to a box that, based off the feel (it's out of view) is of a similar size, and has a few other cables connected to it. I couldn't figure out where those went to.

1) Wtf?

2) My only guess is that there were once lights under the car. How can I check for evidence of this? Where would the fixtures normally be mounted?


EDIT: When I said "new" car I meant new for me. It was a used 2003 Focus.

This is very possible. I managed to get the dealer to knock $300 off the price because it had black rims that, while not tacky, weren't exactly something I was dying to have on my car.
