So I got pulled over for doing 60 in a 65.

I've never heard of getting pulled over for going under the speed LIMIT unless you are going ridiculously slow.

Speed= rate of motion or progress
limit= the final, utmost, or furthest boundary or point as to extent, amount, continuance, procedure, etc.

The sign should say "fixed speed: 65".. or something equivalent if they are going to treat it as that.
