Girls High/High School Girls.
Has the potential for a drinking game show with the amount of panty shots, but there are plenty of worse shows.

Most that people seem to watch are aimed at males, which means they have lots of fanservice. It all depends on what you watch in terms of genre and target audience.
Watching a show about high school girls aimed at males aged 18-30 is going to have a lot of panty shots/fanservice.

I only saw the first eps of Girls High and didn't think too highly of it. Later I was told the original was a bit weird as it turned into a half-assed comedy when it was forced to move to another manga magazine.
