you can't just replace a cat with an aftermarket, at least that's what I've been told, since the late 90's emissions requirements mandate an OEM CAT. If the Highlander exhaust is like other Toyotas I've seen it's a one piece assembly from headers to muffler, it'll be ~$2k to replace the CAT.

Because of the external location and the use of valuable precious metals including platinum, palladium, and rhodium, converters are a target for thieves. The problem is especially common among late-model Toyota trucks and SUVs, because of their high ground clearance and easily removed bolt-on catalytic converters.

Wouldn't cutting it out make a good deal of rukus? Surprised it didn't wake anyone up. Hope they get the bastards doing that.
Happens alot around here. More so with European cats from BMW's and mercedes and Audi's though, you can get $100-200 Per cat for them at the recycler place down the street from the local scrap yard if you have the right cat.
