So, can I ebay an unused XP Home OEM sticker?

I found an unused XP Home product key sticker that I had left over from my computer building days. Can I ebay this? Its never been activated so it hasn't been locked on to any one computer yet. Do I need to include a piece of hardware with it? I have a mouse that I got for $1 that I could throw in. I've noticed that Newegg sells OEM versions of windows without any hardware, so what's the deal?

I don't think you're supposed to "resell" them, but I'm very ignorant on the whole ordeal so I don't know.
