snow leopard: "Network" does not appear under "Devices" in Finder

I'm trying to browse to some Windows 7 shared folders in Snow Leopard. I've done this successfully and easily on another network. I can just browse to the PC in "Network" in Finder and "Connect As..." (I know that I can use Go -> Connect to Server, and that currently does not work, but that is my next problem to resolve). But on this Mac, "Network" does not even appear as an option in Finder. There seems to be no way for me to browse a local network via the GUI. Anyone have any suggestions?

This is a relatively brand new install, and the network works fine in other respects (local IP is manual defined, NETBIOS name is defined, I can get on the Internet fine, and I can ping the Windows 7 machine in Terminal)
 
Isn't there an option in finder prefences to show/hide various things, including network?
