smooth scrolling in xp

ok, if my friend (athlon 1ghz, crappy gf2mx... less ram, lesser system) turns the smooth scrolling off, his scrolling is lightning fast. if i do it (athlon 1333, 512mb, asus gf2mx, etcetc) .. its SLOW. its like WORSE than smooth scrolling. if i try to scroll a lot, it gets backed up like smooth scrolling and goes on and on for a bit.. anyone got any ideas how to fix this? ive got the latest drivers for everything as of today ..

might this be a problem with my mouse drivers? im using the latest logitech mouseware (so i can use my thumb button) .. i dont think he uses anything but the standard xp drivers..
