Smokers can go to private clubs, and/or tobacco bars, if they really need to smoke that badly. Private business owners can open PRIVATE clubs. Who says they need to make their establishment public?A few establishments are exempt from the law, including private clubs with liquor permits as of May 1 and tobacco bars.

Actually, I understand what you are saying completely. Do I agree with government telling private business owners what to do, and how to do it? Not at all, as long as the private business owners aren't doing anything illegal.
