Smart throttling?

Is there a motherboard + cpu and / or software combination out there that I can get that will give me the ability to throttle my cpu based on temperature? specifically, I want to throttle my cpu at 20% below TJmax, and I want to be able to adjust that to say 30% or 15%. AMD or intel I dont care, though I am looking for somewhat low power, ie less that phenom X4 or intel 9xx. For throttling I dont care if it is multiplier reduction or fsb reduction.
