Smallest audio file?

What is the smallest, by file size, audio files I can make? I need to send some to someone on dial up. I tried mono MP3 at 32kbps, 32000Hz (lowest CDEX would go) but they're still 1MB each. Is that the lowest I'll get? WMA maybe?

Normally, not counting voice only codecs like Vox (.vox) (53:1 compression) the highest compression you'll likely find is RealMedia audio (.rm) (16:1 compression). Doesn't sound as good as Mp3, but it should be enough... I'm not really used to it though, so I can't give you ideal settings...
