TV remote, I believe. I never used it during the brief time I had a Tab 2 7".

I programmed it similar to my harmony remote. Works very well, and the SW has improved a lot since I first got the tab 6-7 months ago. It has a nice TV guide as well.
 
IR is useful for other measurements, too. Like finding beams on the walls or measuring short distances. It also can detect thermal energy so in theory it can be used in conjunction with camera for night vision or x-ray.. OK the latter uses are my wild guesses but I am pretty sure the beam detector uses IR sensor. Frankly for remotes I prefer Bluetooth.
