uhh... don't get anything powered by atom.
and the fujitsu's keyboard will probably suck since it's floating island flat top.
i got a Dell Inspiron 14z for cheap and love it. ridiculously long battery life: 5hr watching espn3 streams, 6hr browsing with moderate flash level, 8+hr while using Office with wifi off (all times were projected by Windows and some of which I verified after a prolonged period on battery). Things that set it apart from other 14" are: outstanding battery life at a light weight, backlit keyboard option, USB 3.0, displayport, rounded edges & dock covers (some don't like this but I really do as I was looking for something similar to the rounded edges of the 1st gen macbook air).

yes, but depends on what you want it for. If you want windows you still need a netbook or lightweight laptop.

I would suggest a Brazos netbook, something like the HP dm1z. I also believe acer is coming to market soon with a brazos netbook for 399.00.

Well, usually abilities = windows as Android just won't cut it for many tasks. Now if they actually do release ARM tablets with Windows 8, that would be an option but that's too far away.
Anyway, op needs to specify what abilities.

Windows apps, mice, keyboards all fall under abilities IMO. A tablet lacks abilities.

Windows is only an OS - there are others. If "apps" are "abilities," then tablets have, in many cases, more of them than many Windows-based machines. Keyboards are already put to rest. Mice are replaced by fingers and/or stylii. Why didn't OP say "Windows?" What about Windows 8?
