I'm thinking of putting together a htpc like small portable pc.

not really lookin at shuttle pc's or anything like that... just something, maybe micro pc with some cheapy cpu that can still handle mpeg playback.

I have an extra harddrive and plenty of sorts of ram so really just lookin for mobo and processor with some sort of video out.

The cheaper the better.
 
I'd try to find one of the IBM Flex-ATX cases off eBay ($15) and a mini-ITX motherboard to stick in there with integrated TV-out. If you can find a Flex-ATX mobo, that'd be cheaper, but finding one with TV-out is tough.
