In your Device Manager, do your DVD drives show up as SCSI? Before I uninstalled the software that was on my PC, it had my drive's ID string followed by SCSI.
The Jmicron software comes up on Windows Update, only reason I suggested you might have it on your PC.
Edit: In Device Manager, check the SCSI and RAID controllers. Is it a generic ID or is it the Jmicron? If its the JMicron, I'd suggest trying to uninstall it then letting XP install a generic controller.

As well maybe im blind or something but i cannot for the life of me see SCSI and RAID controller(s) listed anywhere in device manager.
It took me forever to figure out what was causing the problem. I knew after checking my Device Manager and seeing that the drive was being recognized as SCSI that it was either my firmware or the controller. I've read about the Jmicron controller over at XS a little while ago, it does seem to be the culprit.
I have that same seagate hard drive. I noticed the jumpers, so I looked at seagate's website. It says those jumpers don't need to be moved for correct operation, and that they are for factory use only

I stumbled across that page too. Unfortunately, the information on it is outdated. Check out the 7200.10 manual:

...specifically section 3.2. I can confirm that removing the jumper does substantially improve the drive's performance.

Did you install this system from scratch or did you maybe ghost your last machine and restore the image to your new one? I would not recommend this with windows if thats what you did. I would recommend a a fresh install. I guess if i were you i would just format the drive and start a fresh install paying close attention to how the system responds. With no drivers other than windows drivers and video drivers from nvidia do you have this problem? THen i would go from there.
