Sluggish mouse movement

This problem has me pulling out my hair. Basically the summary is that when one of my games (TF2, etc) is on the background, my mouse movement becomes sluggish. It's like the mouse's movement being cap by the fps of the game even though it's in the background. So I tried using RTSS to cap the FPS to replicate the problem. The lower I go, the more sluggish my mouse feel. The keyboard doesn't have the behavior. Never had this problem before until 2 days ago.

I tried reinstalling the driver for the gpu and mouse, did a chkdsk, tried different usb ports. Also tried closing/uninstalling/reinstalling all the third party programs like Afterburner and AIDA64. No dice.

System Spec:
2500K stock
MSI Z68A-G45(B3)
9600 GSO 512MB
4x2GB
1TB HD
OCZ ZS 650W
Windows XP 32bit (wasted ram, I know)

Curious: when the sluggishness arrives, what is yr CPU performance at in Task Mgr?

PS: desist on the hair pulling.:whiste:

3-6%. Ran a virus scan as well as HiJackThis, didn't notice anything weird going on.

Just cleaned the dust off the gpu. Didn't change a thing.

Thanks for this. I must now leave yr tired mouse issue to helpers with more experience than I have.:|

OK, I have no idea what I did but the issue is resolved. This is mindboggling.
I might resurrect the topic if the issue rears its ugly head again.

Amazing.....but, U bet, I would be patient, keep game open in background and observe. :ninja:
