Slow Windows Performance (UI Draws)

I have a AMD 64 3700+, 1GB Ram, Nvidia 5200fx video card. I am a bit clueless as to what my issue is with this machine. It seems to take forever to do Windows 2d windows drawing. Switching between firefox tabs takes about a second as it draws the elements in (as apposed to just BAM everything instantly on the page). The same thing will happen to some extent in other apps, such as the steam window will load up, then it draws the advertisement. Its near instant, but every other machine i've ever used these windows just appear, no drawing is even visible.

3d games (ie, steam) play fine. Flash apps (cake mania!) play fine. Photoshop performs advanced filters as fast as it should. Nothing seems slow except UI draws.

Any thoughts? I installed the latest 4in1 drivers, and the latest nvidia drivers, but to no avail. this occured with an ATI video card as well.
 
I'm thinking software here... how long has it been since a format?
Run regular anti malware/virus scans etc?

While the fx5200 is definitely not a particularly great card it shouldn't be having issues with firefox... and the amd 3700 is certainly no slouch.

Which version of windows are you running?
