Slow web page loading in XP

My friend has a laptop running Windows XP and it runs fine except for browsing web pages. When web pages are loaded, if they are not already cached, the pages don't display until the whole page is loaded. That means if there is a large graphic, the page will not display until the whole image is downloaded. Is there a setting I can change somewhere to fix this? I'm not sure if this is an OS problem or the browser problem. Looking closer it seems to be in IE only, not Netscape. I don't believe this is a problem with the machine itself because everything else runs fine and he has plenty of ram. Thanks in advance for any help.
