We lost power in my neighborhood last night again. I follow all the Procedures about unplugging the router and modem for several min. But it takes like 3 min for my network connection to come up after boot up into windows.

I have everything including the modem and the router going threw a UPS.
I figure I could reformat and fix the problem but wondered if there was something else I could do to fix this or if maybe I had something going bad?
 
it could be on the ISP end. maybe the blackout/brownout knocked out a localised router the ISP has.
