Slow HD preformance

I have a new system consisting of:

Iwill KK266-R
AMD 1300
Kyro II video card
WD 40G 100-7200
256 CAS2
DVD
CD-Burner

The system is very sluggish. After running benchmarks, I determined that everything but the HD is performing up to par. It is transferring data at about 1/4 what it should. Bios and drivers are up to date. Any help would be appreciated.
 
Go to the properties of your drive in Device Manager (R-click My Computer > Properties) Make sure DMA is enabled!!
