You need to have a vid card in the computer with an output like s-video or composite. You can't bypass the computer all together.

well is there a device that will stream my cable TV to another TV via internet?

Nope, if your TV is plugged into a cable jack then it'll just get the tv signals from your carrier. It won't be connected to the "internet"
