If you look at the credits in games like Assassin's Creed Brotherhood and most other big triple A titles these days, you'll see that it's more common than not that multiple dev houses will be pitching in on the same projects. It doesn't necessarily reflect on the game development itself at all.
I say this, and I've have zero interest in a Call of Duty since CoD2 on the PC. It's just how game development is done these days in a lot of cases.
