How popular is VOIP service now?

I am under the impression a person can't buy data only (unless it is for a laptop, etc).

A friend of mine has a $40 data-only plan on T-mobile with a Nexus One. He uses SIPdroid to make and receive calls and Google Voice for text messages. His calling isn't very reliable though.
