+1 on Viber. Some people have had good luck with Tango as well. Another interesting service is ChatTime. It uses the cell network, but you call a local number and the call is relayed to a local number at your destination that then connects you to the person you want to talk to. The downside to that, of course, is that it uses your cell minutes.
