That'd be a negatory.

I wouldn't call a normal engine's exhaust low pressure. :p

Turbo?

Sounds like a good idea. They used a similar system in WW2 fighter aircraft as emergency power. Slap some water vapour in there and it turns to steam thus vastly increasing the pressure in there.

If you read the article, that was just his initital prototype testing. By the time he was done, the exhaust became soft and warm.
