I believe school should be a place for learning and not for children with problems behaving badly over and over and over again but hey it is just me.

Are you a fucking retard? This kid is 6? They have no concept of sex, or sexual harassment.
A 6 year old shouldn't even be suspended, just call the parents.
Pro-tip: little kids, especially boys, are by nature active and tend to get in trouble and fights. Most of the guys on this forum have gotten in plenty of trouble as kids. Your solution is what? Send them all to Gitmo?
