Because they were off duty, and when actually on duty they have much better things to worry about than a clerk not knowing how to give you (I'm sure you're still reading this) a stupid $5 bill as "change" from a $2 debit card transaction. If you had just been carrying a $20, like grown-ups do, you'd never have had this problem.

Oh, and customers who think they can "get somebody fired" are funny. (But not ha-ha funny. Pathetic funny.)
