U.S. constitution get changed to allow the president the power to raise and cut taxes at will?

It seems that the fear mongers on both sides seem to believe that Congress no longer hold this power and that, even though there is a Republican majority in the House, it will be the president that raised their taxes (or lowered them if it fits their argument).

...and since congress has continued to refuse to put forward any useful legislation regarding American infrastructure development, internet freedom, energy policy, economic policy, and foreign policy.

Congress has the power to levy taxes.

The President has the power to change the rules that interpret the tax.

The President has the power to declare if something is or is not a tax. The same thing can be declared both ways depending on political expediency. He has the ability to do an end around Congress

I think you mean the Supreme Court has the power to declare something a tax. Even if those who passed it made very clear it was not a tax.

The Senate has blocked all budget cuts that the house sent, and the House has blocked all the tax increases. They have the power to compromise but the president just refuses to do anything other than raise taxes. That is all he speaks about. How many rich people does he think are in the united states?
