Hmm, I'm not sure about this one. I'm guessing this is the same puppy that Mr. Burns originally wanted to keep (read: not kill) because he seemed to love Burns? When this happened, I suppose it's possible that Burns was delusional for a second or two watching the puppy, but I can't get a picture in my mind.
