I don't use a quicklaunch menu so I right click the start menu go to Toolbars and click on Quick Launch. That gets rid of it, but as soon as I restart, it's back there again. Why does it keep coming back?

I formatted earlier this week but I have all the patches/updates/etc.
 
theres a setting in the taskbar and start menu properties that should control whether or not the quicklauch toolbar appears.

start--->settings---->taskbar and start menu settings

edit: i think you may have to be logged in as admin to make the setting global across all users.
